China May Have Quietly Cut Fentanyl Precursor Exports

China supplies the bulk of precursor chemicals used by Mexican cartels to manufacture fentanyl. Washington has long accused Beijing of inadequate oversight. In late 2023, China announced stricter regulations on certain chemical exports, but enforcement visibility remains low. The subsequent decline in U.S. deaths—while also influenced by domestic harm reduction efforts—tracks closely with reduced precursor availability reported by cartel-linked sources.

Neither capital has an incentive to publicize the connection. For Beijing, admitting prior laxity would validate years of U.S. criticism and invite demands for transparency. For Washington, crediting China undercuts domestic political narratives and complicates broader strategic competition. The result is a policy success neither side will claim.
